Master Program
It is and has been the responsibility of the Somaliland Civil Service Institute (CSI) to build the capacity of the civil servants and to upgrade their knowledge and career level so that they can provide a quality service for the citizens. So much is done in this regard in the past 16 years and, currently, most of the civil servants have their degrees.
At the present, the need for a master’s degree (2nd Degree) on the part of the Somaliland’s civil servants is becoming very obvious. To this end, the Somaliland Civil Service Institute has got into agreement with different International Universities and Institutions such as Jig-Jiga University (JJU) and Ghana Institute of Management and Public Admiration (GIMPA) to provide different Master’s Programs and Professional Diplomas.
Currently, the Institute is providing two Master’s Programs in collaboration with JJU one in the area of Disaster Risk Management and Sustainable Development (DRM & SD) and the other in the area of Accounting and Finance.
Disaster Risk Management & Sustainable Development
Program Description
Disaster risk is a global concern. Disasters hit every part of the globe (developing and developed), causing deaths and destructions.Hurricanes, fire, earthquake, tsunami, flood, drought, volcanic eruptions, landslides, cyclones, wars, oil spills, acts of terrorism,just to name a few, are the natural and man-made disaster events that resulted in untold suffering to the millions of people worldwide.
Program Outcomes
Upon completion of the program, graduates will be able to:
- Undertake appropriate actions at all points in the cycle lead to greater preparedness, better warnings, reduced vulnerability or the prevention of disasters during the next iteration of the cycle.
- Improve complete disaster management cycle includes the shaping of public policies and plans that either modify the causes of disasters or mitigate their effects on people, property, and infrastructure.
- Obtain, analyze, and communicate information on risks, relief needs and lessons learned from earlier disasters in order to formulate strategies for mitigation in future scenarios with the ability to clearly present and discuss their conclusions and the knowledge and arguments behind them.
Accounting and Finance
The dynamic nature of our economic and political conditions brought about a challenge in managing both public and private organizations. As a result, the need for well-qualified manpower that can play a pivotal role in the development endeavor is very high.
Currently the demand for postgraduate level of education has made accounting and finance graduates to opt for distance education from open universities abroad. Consequently, the country’s foreign currency shortage is exacerbated.
Specific Objectives
The M.Sc. program in Accounting & Finance has the following objectives:
- Produce graduates who will assume academic posts in different higher institutions within the country that offer an undergraduate program in Accounting and Finance.
- Train individuals who will assume executive position in the areas of Accounting, Auditing, Taxation and Finance;
- Train individuals who could assume various functional areas related to Accounting, Auditing, Finance, and Taxation in both the corporate and public sector
- Train individuals who will be capable of providing consultancy services in the areas of Accounting, Auditing, Finance, and Taxation.
- Enhance the quality of accounting education and practices through conducting researches in the areas of Accounting, Finance, Auditing and Taxation.
- Save foreign exchange that the country spends in sponsoring graduate students who will pursue their study in the field of accounting abroad;
- Build up the capacity of the staff required for launching MPhil and PhD program in the department in the long run;
- Train individuals who could assume various functional areas related to Accounting, Auditing, Finance, and Taxation in both the corporate and public sector
- Train individuals who will be capable of carrying out business researches in public and private organizations.
PUBLIC POLICY
Program Description
Master’s Program in Public Policy is a two years program that will operate with the aim of enhancing the capacities of public sector organizations
by educating government employees and other interested groups about public sector organizations, Policy analysis, Policy implementation,
social policy and welfare programs and other different advanced modules related to public policy.
Program Outcome
Upon completion of the program, graduates will be able to:
- Analyze causes for designing a certain public policy in place.
- Participate actively in public policy processes at various levels
- Synthesize policy related ideas for decision-makers
- Implement public policies put in place in different development sectors
- Evaluate the implementation of public policies for future actions
- Coordinate policy dialogue forums which influence policy consensus.
- Designs public policy processes that enhance the participation of the private sector in creating partnership with the government.
- Advises/consults government leaders in addressing the policy challenges related to how the current international political and economic trends affect governance and public policy of the state.
Public Management
Program Description
Master’s Program in Public Management is a two years program that will operate with the aim of enhancing the capacities of public sector organizations by educating government employees and other interested groups in systems of public sector organizations, strategic management, organization behaviors, research methods and different advanced modules related to public management.
Program Outcome
Upon completion of the program, graduates will be able to:
- Formulate strategic plans that lay the foundation for aligning activities, core process, and resources to support mission-related results;
- Establish strategic alliance among regional and local governments’ institutions;
- Develop strategies that help to reduce poverty and promote socio-economic development in the country;
- Lead the dynamism and various reform programs in the public sector that would contribute in the nation-building process;
- Design tools and methods to realize the government’s policies, strategies and programs.
Public Financial Management
Program Description
PFM stands for Public Financial Management and relates to how a country raises, spends and accounts for public funds. PFM seeks to ensure that state spending translates into effective and efficient provision of services to the society and the economy. The PFM program aims at satisfying the need of the government for public financial managers who are capable of managing the public funds efficiently and of controlling the public expenditure of the country in such a way that the public resources are utilized efficiently to provide the citizens with maximum benefits.
Program Outcome
Upon completion of the program, graduates will be able to:
- Effectively develop public projects and control their implementation
- Prepare financial plans for all governmental units
- Design a system to improve government expenditure management
- Conduct the necessary financial analysis and forecasts for all public sector organizations
- Manage the revenue mobilization of government from various sources
- Evaluate a public sector internal control and auditing system
- Negotiate in international financial agreements
- Undertake scientific inquiries in public financial management related issues
- Provide financial information for fiscal policy design
- Implement and evaluate the fiscal policy
- Provide financial consultancy services
