Abdihakim Osman, who is a distinguished expert in decentralization and local governance, was invited by the CSI department of public administration on January 9, 2023. Abdihakim, who also works for UN-HABITAT on the JPLG program, gave a detailed guest lecture to our second-year public administration students about decentralization, local government, and modernizing service delivery. Abdihakim provided an in-depth account of it since he kept a close eye on the evolution of the local governance system in Rwanda and traveled there for field study. He described the lessons that can be used to improve the local governance system in Somaliland and what Rwanda can teach Somaliland in the areas of better decentralization outcomes, local governance, and the amazing digitization of service delivery. We expect the students to learn a lot from this guest lecture and use it to benefit Somaliland. Therefore, CSI is grateful for the time and effort that the expert invested in providing the students of public administration with a practical understanding of the theory and practice of decentralization and local government.
